While Democratic leadership registered formal opposition, passage of the DHS Appropriations Act required supplemental cooperation. That cooperation was provided by the above-named members, hereafter designated the DHS-7.

No clerical error was identified.

No external compulsion was documented.

The action meets the turncoat standard.
